Hoch-Oescher’s education began at East Stroudsburg University, where she received her bachelor’s degree in English. From there, she continued her education, getting a master’s in English from The College of New Jersey and her doctorate in Higher Education from Immaculata University.

Harford Streams Summer Adventure Program

From Memorial Day to Labor Day, Harford County residents and non-residents can photograph themselves with different streams in the area for a chance to win a prize.

The Harford County Department of Public Works Watershed Protection and Restoration Office created this program as a way to raise awareness of protecting resources by encouraging residents to visit local waterways.

No registration is required, however, participants must submit their photos through the Harford Streams online app. To participate in the challenge, community members choose scenic waterway locations from a list of streams around the county.

For submitting seven photos, participants can win a free T-shirt and any dogs that are involved will receive a bandana. Visiting 11 locations gives participants a chance to win either a canoe trip for eight people at the Eden Mill Nature Center or a family membership to the Steppingstone Farm Museum. The winner will be able to select between the two options. For visiting 15 locations, the winner will choose from a kayak trip for 12 people at the Anita C. Leight Estuary Center or a three-night mini cabin rental for four people at the Susquehanna State Park.

Last year’s winners included the Elliott family from Bel Air, who submitted 11 photos and chose the family membership to Ladew Gardens as their prize. The 15 photo submission prize was won by the Alvira family, also from Bel Air, who chose a three-night camping trip.
