It began as a COVID-era baking business and grew into a local favorite at downtown Bel Air’s Armory Marketplace incubator space. Now, Cozy Cookies is planning to open its own bakery this spring.

The shop just announced that, after finishing its permitted three years in Armory Marketplace, it will move to Del Plaza shopping center on Conowingo Road and take over the former home of Petals ‘N Posies florist.

“My partner and I have been Harford County residents for our entire lives and are excited to be a part of the community,” said Shannon Peterson, a 2014 graduate of Harford Technical High School’s culinary program who launched Cozy Cookies with business partner Steve Anderson.

They have been baking their 12 cookie flavors at B-More Kitchen, a shared kitchen space in north Baltimore, and driving them more than 21 miles to downtown Bel Air.

The new location will allow them to bake on-site, and they plan to add ice cream sandwiches, cinnamon rolls and coffee to their menu, Peterson said.

Cozy Cookies’ popular flavors include crème brûlée (which is offered only a couple of weekends per year, including this weekend, Feb. 21 and 22) and Lucky Charms, Peterson said. They introduce three new flavors every month, rotating out older ones.

What began as a delivery business during the pandemic, offering just three cookie types, has now sold more than 1 million cookies since 2020, she said.

“I’m always shocked every day that people want to come in the door… It’s weird that people want a cookie store,” she said, but added: “Cookie is a great vessel for a lot of different types of baked goods.”
