Officials are calling for an investigation into Harford School Superintendent Sean Bulson following a report by FOX45 News of a 911 phone call made by a person with the same name to the New Orleans Police Department to report a theft by a woman.
On April 6, 2024, a caller identified as Sean Bulson called a 911 dispatcher from the New Orleans Marriott on Canal Street.
The 911 dispatcher states: “New Orleans non-emergency line. How can I help you?”
The caller responds: “Hi. I need to report a theft.”
Dispatcher: “What’s your name?”
Caller: “Sean. S-E-A-N B-U-L-S-O-N.”
From April 6-8, New Orleans hosted the National School Boards Association Conference for Public Education Leaders. On April 6, according to NSBA’s website, the conference featured a session titled “Advancing a Culture of Gratitude,” presented by Bulson.
According to police records, the phone used to place the 911 call came from a Maryland 443 area code – with a number that belongs to Eric Davis, Harford Schools deputy superintendent, who was also scheduled to present at the conference.

On the police call, dispatch asks for additional information from the caller.
Dispatch: “What happened?”
Caller: “I let someone in my room who basically just took everything in my room.”
Dispatch: “When did this happen?”
Caller: “It was probably about 2:00 in the morning. The suspect is long gone. I think what happened is I fell asleep, and they just left.”
The suspect, according to the police audio, was a Black woman in a green dress. But the caller did not know the woman’s name. “At least not an actu… No. I don’t have a name,” the caller said.
According to the dispatch call, a wallet, laptop, two phones, an Apple watch and an iPad were reported to be stolen, valued at an estimated $8,000, according to the caller.
Bulson, according to his contract, gets a smartphone and tablet or laptop that “belong to Harford County Public Schools” and personal devices can “not be used” for his professional duties as superintendent.
Police were dispatched to the hotel, but there’s no indication the alleged victim spoke to officers. According to New Orleans Police, no police report exists.
Harford County Public Schools has not responded to requests for comment or confirmed whether the person who made the call is Bulson.
Bulson, according to his Harford Schools contract, earns $293,220 to lead a school system with nearly 38,000 students.
Since FOX45 News first published parts of the phone call Tuesday afternoon, Harford County Del. Lauren Arikan publicly called for Bulson to resign immediately. State Del. Mike Griffith and the Vice President of the Harford County Board of Education Lauren Paige have called for an investigation.
